SC Department of Environmental Services - Bureau of Water (SCDES-BOW) implements the State’s Clean Water Act program. Activities include NPDES permitting and enforcement, ambient water quality monitoring and assessment, beach monitoring, nonpoint source pollution control, wetlands 401 certification, the shellfish sanitation program, and the State Revolving Fund program. These activities have the objective of achieving “fishable and swimmable” water quality in the state's eight major river basins: Savannah, Saluda, Edisto, Salkehatchie, Broad, Catawba, Santee, and Pee Dee. Through a non-regulatory approach, the SCDES-BOW Watersheds Program serves as a water quality information and watershed planning resource to stakeholders in these basins, provides technical support to the Section 319 Nonpoint Source (NPS) Grants program, and manages the SC Watershed Atlas.
