A city level resilience framework that focuses on improving capacity in numerous individual systems (transportation, infrastructure, public service, etc) to increase recovery potential overall. The framework contains 4 dimensions, each with 3 “drivers” that explain municipal mechanisms for improving the stability of a community’s health, leadership, economy, and environment.
